Inside your house it doesn't matter.

Outside its best to buy and plant them in spring, unless you are growing them from seeds, here you just look at the back of the seed package where you usually find the month the seeds are best planted.

Also learn about the best place for your plants, some need sunlight, others need shade, some need sunlight, but not direct, some need lots of water others a little too much water can kill them...

As long as you're keeping more or less the same climate year round there's no reason why you can't go buy any time you want.

I grow tomatoes and peppers year round in my living room and have for years. I have cacti, spiderplants, even miniature roses.

A good plant for the bedroom is Mother-in-law's Tongue as unlike most plants it releases oxygen overnight and absorbs CO² in daylight. It's fairly hardy but the oxygen boost makes for a better quality sleep cycle
