It's a tie for me although I didn't really interpret "sexy" in the second case, not because you two aren't sexy but I just mean the clothing still looks reasonably practical and modest to me for the setting.

I normally don't like women dressing extra skimpy and looking like they're trying too hard to show off some skin, but your second option doesn't cross that line for me. It still looks practical and reasonable to my eyes.

Honestly both are fine and look good. Whenever I think sexy I think a lot more revealing than those which wouldn’t be appropriate. I usually go for a more casual look with an over sized T-shirt and leggings to cut down on any attention someone might give me. Also it is comfy
