Ignoring whether or not they look good, some women simply will not care what you think about what they're wearing. When you see someone out and about, there's a chance they are either wearing something to look attractive in, or they're simply just wearing whatever is comfortable with a "who gives a damn" attitude. Both are valid forms of dress.
So I'm going to go out on a limb and say they're wearing it for themselves or their own comfort, and not to try and impress strangers.
It is within your right to have preferences, just don't expect anyone to apologize for what they're wearing under their clothes. I guarantee they probably have other things at home that they'll bust out for a night on the town or a date.
