Under the impression that that's a pretty natural pigmentation for lots of races/ethnicities (aka leave it alone, you're more likely to damage your skin trying to change it), but if it's a recent development, double check that you're shaving properly, look into mild moisturizers, and maybe mention it to your doctor next time you go. I promise no one actually cares about your arm pits though.
