It’s just a extra layer of fabric for where your lady bits are
To double the fabric where your labia is, in order to make them less transparent, or to try and prevent that area in your panties from sticking to your labia and revealing the shape of your lady bits. Basically, it is a minimal cameltoe prevention method. Because the first layer of fabric might stick to your labia and get its shape, but the outer layer of fabric won't stick to the first and will remain straight. This is the case for the image on the right. On the left it simply is there to hide your labia, because otherwise it would be clearly visible throughout the mesh/lace of the panties.

@Daniela1982 I don't know, maybe they help if you wear leggings, or if you wear a skirt. If you don't wear shorts underneath skirts, you may not want people to see more than necessary when sitting down, or when you lift a leg in order to cross it over. Or, if you are planning to wear a high slit dress. Or maybe simply for when you sleep over at someone and you don't want them catching a glimpse.
My girlfriend has panties without that extra fabric there and I can see everything. They cover nothing. That's not to say that I don't like that 😅
Alternatively, that extra bit of fabric might also absorb some wetness or discharge. Or, for some panties, it might just be a piece of soft cotton fabric to not cause irritation on your labia, in case the panties are from a harsher material, or with one that might not be so friendly with your skin. I believe this is the case because when my girlfriend bought a new bikini, that piece of white fabric was somewhat sealed by a piece of plastic, just like a band aid.

It’s to catch discharge and sweat and make them more breathable. The reason all sides aren’t sewn closed is to save time and money for the company.
