You realize she is getting out of a limo and walking in to the venue. As a New Yorker, I have worn sandals in the winter for a special event. If you were walking around the city then of course not.
The criticizers are probably jealous women who dress like utter shite these days. Walking around in sweat pants, ripped up jeans and puffer coats. They wish they could pull off a look like that.

I'm an old metalhead (how many BLACK metalheads have you encountered, Wraith_Cemetary?) who's become a Country fan in the last 40 or so years, though "Bro-Country" was dumb, if some songs were catchy.(Think Trace Atkins' "Honky Tonk Badonkadonk," about the a lovely lady's comely caboose, which is one of my favourite Country songs though I'm addicted to spuds as are MILLIONS of other lads.)
For Taylor Swift it can be appropriate. She will not have to walk any further that the front door into thr limo. She could go in a bikini
I think fashion is all about personal expression, so there's no strict right or wrong. That said, practicality is important. A minidress and open-toe shoes may not be the warmest choice for winter in NYC, but if she's comfortable and confident, that's what matters! Just be prepared for those chilly breezes. 🧣🥶 Fashion often challenges the norm, and Taylor Swift can pull off almost anything.
I'm sure there are guys that would agree that she could pull off ANYthing.

If she's comfortable wearing that and showing off her stuff in freezing weather, completely up to her. I'd rather be warm and shed my coat INSIDE. To each their own!

I grew up when girls were required to wear dresses or skirts in school. Even if it was -20F outside in the winter they wore skirts and dresses. I always thought they must be freezing, but it never seemed to bother them. You can't hide shivering. I don't believe for a minute that stockings kept them warm at -20F. 60 years later it still baffles me. I think girls have some kind of black magic that keeps their legs warm.
Looks like they are going to a party or out somewhere nice. She wearing a turtleneck neckline, has a coat on and probably isn't walking far. Why would it be inappropriate? She looks nice. Now, probably not the best outfit for ice skating.

What was the temperature at the time? The way Travis was dressed it looks like it was in the 40s or 50s (°F). A lot more appropriate than if it was in the 10s or 20s.
