I don't know I only seen one guy checking me out because he was doing it hard beside me and right in front of my mom and sister.. looking at my ass and boobs and licking his lips, he wasn't bad looking but I think he was younger than me.. I was not looking really.. just pretending I couldn't see him. Other then that I just see guys looking at my face and staring.. but they never say anything maybe because I don't smile and look like a bitch lol.

The obv answer is T&A but I think the answer really is face, hair, clothes and overall, I think almost 100 percent of anybody you meet does that, but it only registers as creepy if somebody really obviously stares at boobs or butt (it is easier to catch people staring at boobs since your eyes are in the same direction as your boobs but I think the butt prob actually gets stared at more where you can’t see as well). JMO who knows really!

Mostly it's the entire package. In the photo you posted it seemedto b e her air of confidence, look of intelligence & she was obviously very attractive as well. I can't really say what drew me to her photo.
