LIquid eyeliner gives you the most precision and control. You can do it thin or build it up. Sephora, though pricey, is a good brand.

I use a pencil or liquid. Depends on what look I’m going for. Just basic to make my eyes pop, pencil. For heavier or like a winged eyeliner look, liquid is easier
