Does this Memorial Day and 4th of July outfit idea actually work?

I was scrolling around and came upon this fashion idea for US Memorial Day and the 4th of July? I thought it was a cute idea. Does it work or not? I saw some others, but this one looked like the best for being outdoors. The blue jacket would not be worn at the 4th because it will be too hot. Perhaps some blue earrings and hair accessories could be added to that. Obviously, the decorations were added in the picture. I am just taking about the outfit.
