I think it looks best on women who are really busty and got something to show. that extra cleavage is priceless
On the right woman, in a casual situation, a bustier/corset top is fine. But some women, especially those with extra pounds and larger breasts, should not be wearing them, and never in a formal environment.
Unfortunately I'm not really a corset guy. Scoop neck tank tops make me melt.
I own several, but I do not wear them often, as my breasts appear sufficiently large enough without the need to make them look as though they are about to leap out and attack someone.
I have one, but I wouldn't wear it out in public. It's a bit too revealing for me to do that or around my kids. If I'm home alone, or when I had a boyfriend, I'd wear it.

I have a lace one similar to the one in the pic..
Maybe I could consider it, but it's impossible because my style of dress involves wearing a headscarf.
