Well, if it's really something you want to do, I say just listen to some good music and not worry about it. You won't be dating those people anyway, so it doesn't matter what they think. They might even admire your physique or dedication. Elsewhere, like in 5k races or at parks, stick to a t-shirt on top...
Well if you're running for exercise I wouldn't see any problem with it. I am on the modest side and when I'm exercising I just wear a sports bra because it is much cooler and more comfortable. If you're just hanging around there isn't really a modest way to do it.

why not go to the beach and tan or something?

so they can see that you're not just running

You know, you might be able to pull it off if you're wearing sunglasses and are running with a girl. Seems a little less douche. Sort of gets rid of the I'm running shirtless for attention demeanor since you already have a girl.
Eh, just lay out for a while if you want a tan. Shirtless dudes just look douchy.
