hard to say because I use that word when I get all tonged tied and excited around the girl I like. but I guess it could also mean kind of agitated maybe? if she dosent seem annoyed and seems playful it probably means a good nervousness around you

When someone is flustered they are generally blushing or anxious. She meant that you make her nervous around you. She likes you. :))
