Have you had conversations with this girl? If not, you need to get her into conversation - then you will get a feel about whether she likes you and it will make her feel more comfortable if she knows you a bit before you ask her out. She is less likely to reject you if you have established conversation.
By "propose" I assume you mean ask her on a date. "Propose" usually means asking her to marry you. And 2 inches is such a small difference. Don't even worry about it. Do what you'd normally do.
Go ahead and try but be prepared for rejection. Most woman like their man to be at their height or taller than them.
