Is a girl blushing a good or bad sign?

Is a girl blushing when you talk to her or ask her out a good sign? What if she is looking down and seems a bit shy/nervous?

She's sensitive, shy and nervous. Most nice girls do this. I sometimes do this with everybody I don't really know. This is just her personality. And blushing doesn't mean that a person likes you. She may have felt embarrassed about something because she is not used to talking to certain type of people.

It's generally a good sign, especially if she looks down.
