I told a woman that she was quite attractive when I was chatting to ger on Tinder and she said "Thanks your not to bad yourself!"

Does that mean the I am 'average' looking?

she is just being modest she means you are attractive as well
this phrase is very common a lot of people use it not only on looks others things as well like in certain projects.." you dealt with this very intelligently" and other will say you are not bad yourself"

She means that she thinks you're attractive. It's difficult for girls to compliment guys without coming across as too forward and pushy so often girls feel like they can't really compliment a guy properly.
