What does it mean when a guy says, "We'll see what happens"?

I've been friends with this guy for over two years, we've gone on two dates. He is a gentleman in the true sense of the word. Hasn't even tried to kiss me he has great character and work ethic. But due to work schedules haven't seen him much. We stay in contact via internet. Or should I say, if I haven't contacted him in a few weeks he shoots me an email wanting to know what I've been up to. Recently I left a comment saying I was moving soon, he should stop by if he is in town. He immediately wrote back asking if I was running away with Price Charming. He knows I've been single for 3yrs and haven't even dated anyone in the last year. Earlier this year I did finally tell him that I was interested in him more than just friends, his response was why didn't I tell him sooner. Yet he's been single the whole time I've known him I don't understand when I give him opportunities for that third date. He says, We'll see what happens or some excuses about working. Generally if a guy likes you and you give him a green light they jump on it. Why is he p**** footing? I'm to the point I would rather lose the friendship than continue liking him with no substantial response or effort that I can see. Except to keep tabs on my life. I want to know if I start dating will he think ill of me for not waiting for him or will that make him wake up to making a decision?
