What does it mean when a guy says, "We'll see what happens"?

I've been friends with this guy for over two years, we've gone on two dates. He is a gentleman in the true sense of the word. Hasn't even tried to kiss me he has great character and work ethic. But due to work schedules haven't seen him much. We stay in contact via internet. Or should I say, if I haven't contacted him in a few weeks he shoots me an email wanting to know what I've been up to. Recently I left a comment saying I was moving soon, he should stop by if he is in town. He immediately wrote back asking if I was running away with Price Charming. He knows I've been single for 3yrs and haven't even dated anyone in the last year. Earlier this year I did finally tell him that I was interested in him more than just friends, his response was why didn't I tell him sooner. Yet he's been single the whole time I've known him I don't understand when I give him opportunities for that third date. He says, We'll see what happens or some excuses about working. Generally if a guy likes you and you give him a green light they jump on it. Why is he p**** footing? I'm to the point I would rather lose the friendship than continue liking him with no substantial response or effort that I can see. Except to keep tabs on my life. I want to know if I start dating will he think ill of me for not waiting for him or will that make him wake up to making a decision?

If he wanted to be with you, and you have given him that option, he would have made a move. He may find you to be nice but doesn't appear too into you now. Kinda seems like he is just holding onto you as a backup plan.

It is always nice to know you could have someone if you wanted, especially if you are single

You can hold on and hope for the day he says to himself "WTF, why not" and hits you up on a whim. But there is a good chance that day will never come. So my $0.02 is that if you like his personality, just be friends with him. Give up on the idea of a relationship and enjoy having another good friend. Or drop him. Who needs extra baggage in their life?

Yeah you should probably just talk to him about it straighten things out probably miscomunication between the two of you.

That's the thing, every time we do talk about it. He gets short and the work excuses come out with the last phrase We'll see what happens and "if and maybes" all over it. Anything else we talk about work/school/life its great communication and could talk for hours.
