What does it mean when you ask a guy out and he responds with “we’ll see”?

my neighbour (who i have only been getting to know recently) invited me over to hang out with his friends recently but i wasn’t able to make it so i asked for a rain check (but only the two of us).

he said he’d be busy that weekend and said “so we’ll see but that’d be nice”.

my birthday came a few a days later and he said “happy birthday, have a nice one 😘😘”
to which i replied “thank you ! <3” but now it’s been a week and we still haven’t made any plans…?
What does it mean when you ask a guy out and he responds with “we’ll see”?
