No matter if I find someone attractive or not, the first thing I see is their whole body (face included) and general appearance, so obviously that's what comes first. If I interact them, focus quickly moves to their face and expressions.
First impressions never come from personality, you can make assumptions about personality very quickly, but there are other senses you will always use first. Intentionally, unintentionally or both. Even blind people rely on voice, a tone of their voice etc before personality. Besides, personality is so wide concept that it's not even figured out as easily as sometimes some like to believe. Initially, you get just a few small bits and pieces here and there and make assumptions about rest of their personality based on those bits and pieces.10 Reply

But usually when I do relook, it'll be the eyes I'll look into.

probably like... smile, general demeanor. i really love... warmth from guys. like it doesn't even have to be a dating situation. if a man is kind and polite and open to laughter, i'm like already half way in love lol. i also like... men who are a little odd. like... i know everyone's unique and whatnot, but i appreciate men who fall off the beaten path a bit more than usual- generally, it's been a mindset thing. incredibly unusual life philosophies.

Eyes are what you look at first when meeting someone new. The question was what I notice first. There's nothing more to it. Eyes don't turn me on nor do I make any assumptions from people's eyes. Good looking eyes don't go very far if the person is unattractive otherwise.

I see lots of stuff, hair colour, hair length, head shape and so forth. I would think it'd be a pretty useless question if it's only meant to be understood literally. I would think the implication, or another way to communicate the question, is what turns you on automatically, by reflex, when you first see someone.

Judging people at first sight is a useful tool if used with caution. You can judge based on appearance, manner of walking and talking, and other physical and PERSONALITY traits. Your experiences may lead you to judge someone in a particular way and may even help you in the beginning. However, instant judgment can never substitute actually getting to know a person. In nutshell keen observation of the person.

But when I first meet someone, obviously their looks are the first thing that I will be able to perceive. How can I perceive their personality before their looks? However quickly I would ever notice anything about their personality, I will have seen how the look before that. Or am I missing something?
+1 yBody comes closest, I look at body language. I find it most important after that comes someones eyes and facial expressions.
