This question should have some context (Is the guy supposed to be a crush? Are you talking about cultural practices or gender expectations?).

In general, I have zero issue making eye contact with guys. I'll even stare them down if they piss me off lol.

  Oh ok. In that case, yes, it’s normal to sneak a quick glance if you think someone is attractive but don’t know them or what to say to them yet. Both guys and girls do this by the way.
