When I catch a girl looking at me repeatedly, does that mean she like me? Is it okay to talk to her?

I've never tried starting a conversation with a girl that was checking me out (or so I thought) and I really want to try it without being a creep. I'm not a flirty guy and I'm never the funny guy unless I'm making fun of myself (which is not sexy at all). Just curious if most girls are comfortable with randomly starting a conversation with a guy they just locked eyes with. And what is a go-to topic of your choice that most girls like? I'm 5'2 with a not-so-cheerful neutral face if that helps.

Doesn’t mean she likes you. It could but it could mean she doesn’t like you or she just randomly looks at you. I do this, I look at many people not because I like them but because I just look around and sometimes if a person looks back, I get awkward and can’t stop looking at them and so I just find it all funny and awkward.
