He'll touch me and play flirt with me and the other day I gave him a hug and he kissed me on the cheek and he's never done that before. Also when he hugs me he wraps his arms around me and rubs his hands up and down my back hold on for a long time. Am I reading into this too much?

Well if I was your husband and I saw that, yes I would think my brother was trying to have sex with you. Other than that, the guy is either overly affectionate, or, yes, he wants to have sex with you. That's a whole lot of touching beyond just a simple hello.
