Is my ex boyfriend's brother flirting with me?

A few weeks ago my boyfriend broke up with me. Giuseppe is kind of his brother because he lives in my ex boyfriend's family even if he isn't legaly adopted. Even during our relationship Giuseppe had a strange attitude towards me. He seemed very flirty and honestly i liked it because he really interests me as a person. Obviously i didn't intend to cheat on my boyfriend but i liked the attention i got. Now that he broke up with me GIuseppes flirting has increased until today we met at the mall and when I had to go he huged me godbye and gave me two kisses. One on my cheek and one on my neck. I'm totaly fine with the one on my cheek but the one on my neck is driving me crazy. It gives me hope that maybe he could like me but i don't want to get illuded. What do you think? Was this kiss a friendly kiss or does it mean more? sorry for my bad English i'm italian:)

Well you already answered that question then that his brother is definitely flirting with you, he likes you likes you if he gave you kisses on the cheek let alone the neck! Your English is fine. The kisses mean more, there's no such thing as a cheek kiss being friendly, a guy likes you more than a friend whenever this happens.
