I know I'm in the minority here, but if she has blonde hair, I love when she has light eyebrows too. I don't know but it makes her whole face seem more complete. Same goes for really any hair colour, I like when her eyebrows are at most a few shades darker than her head hair.
Sometimes. When I was a teen that look was sometimes popular, and I really thought Sharon Stone had such a seductive look to her with those darker brows and blonde hair:

In general I think it has the effect of creating an even stronger focal point around the eyes with that kind of contrast.

For Sharon Stone I think she always looked best that way... but varies on the girl. I think some girls look great with lighter brows and lighter hair, darker brows and lighter hair, darker brows and darker hair... I've never seen light brows and dark hair though -- that sounds a bit strange to me.
In general the effect that dark brows/light hair has on my eyes is creating that stronger focal point around the eyes... but sometimes it can be nice on some women to soften that and create a less strong focal point -- kind of soft features all around... and on some more of a strong pull towards the lips than eyes, that sort of thing.
I always see it in terms of focal points though -- and composition... from a visual arts sort of perspective. Whether we're talking cosmetics or hair color or any kind of jewelry, the first thing I'd focus on is where you're drawing the viewer's eyes most to your face, and where the eyes tend to look second, and third, and so forth... kind of creating a path for the viewer to follow around your face.
Not that clever! That would be difficult for me to say. I am not a fashion expert but just someone who studied drawing human figures with a particular emphasis on faces and portraiture as a secondary visual arts major.
Generally for pale skin I think something too light will more often than not, look off (but always some exceptions I've seen). I wish I could get more precise as to what allows for such exceptions, but haven't been able to figure that quite out. But generally I think with that kind of skin tone, the safe bet is not to go too many shades lighter than your natural color, and if you have some light colors in there, to keep it streaky and keep the overall "average tone" of your hair not much lighter than it naturally is.

I favor something maybe in the "slim" range depending on the culture, but usually a healthy range like 20-25% body fat. If she's leaner than that then I like more of the fitness kind of physique (with accompanying lifestyle) for a "toned" kind of look.
But for features, I have no "ideal". I've traveled so much and found so many people of different ethnicities and all sorts of variations in skin tone, hair color, eye color, attractive. I don't really have an "ideal" preconception of what beauty is supposed to look like, except a recurring idea of "healthy and active".
I don’t think really dark eyebrows go with light hair, I think blonde eyebrows should only be a couple of shades darker than the hair colour in order to give them some natural looking definition.
