Not every single instance, but perhaps. Context is important but it might also not be that important in every situation. If you happen to catch a woman looking at you while you’re sitting down somewhere, perhaps she is interested in you in some manner. It’s less true if you’re entering class late and upon opening the door to enter a woman looks at you. In the latter case the context makes it unlikely she’s looking at you for any other reason besides being caught off guard or surprised maybe. Sometimes we just get a hunch or intuition that something is a certain way, and perhaps a lot of the times, we’re right.

Most people tend to look around. They could be looking at a window that happens to be in your general direction, some other inanimate object or just someone else. Or of course they may be daydreaming. It means pretty much nothing that a girl is looking in your general direction

Happened to me today, and often since I got a new haircut. I'm just minding my own buisness and I'll put my head up and lool around the room, and bang, some girl was looking dead at me.

I usually just give them a blank look for a few seconds like '😐' or '😕' or '😶' and if I think they are cute, sometimes I'll give a '😏'.

Then I go back to eating my food. To be fair, I always go into resteraunts alone.
