Hahaha it's kinda both. It's almost always said sarcastically. Shrek, is obviously not attractive but he was SO unattractive that the internet decided to do whatever it took to classify him as sexy. So if something is ugly and attractive it can be shrexy, if someone is sarcastically saying an unattractive person/thing is attractive that's shrexy or if someone is very attractive but vain/insecure (ie keeps asking about their looks all the time) they can sarcastically be called shrexy as a way of mocking the idea they're not attractive.

Anyway, Shrek isn't sexy. I find it to be insulting... unless if they were using the term as in Urban Dictionary.

They're saying all the layers that make you up are sexy... which would be a compliment. But ogres are like onions because they have layers... hmm...

For many people, Shrexy means you don't just like the looks of the person. Though you find them attractive, you also like the various layers of their character and personality.

it's strange. Very often my friends and I recognize the somatic similarity between some girls and shrek. But we don't call them ugly, they simply remind us of that character. I wouldn't call it totally an insult 😂
