It's nice once and awhile but don't do it so often that you come across clingy. Also some girls will keep guys around like that just to stroke there ego.

If a girl is into you when you compliment her, she'll try to come back with a sincere compliment or she'll get blushy and happy.

Where as, other girls will just so "i know" or just thanks without even acknowledging you.

I suppose it could be a good way to show that you like her, however it may also just be seen as a general statement or just making an observation, not necessarily an obvious way to show you like her.

Try more direct flirting, then see how she reacts.

There's not much upside for complimenting a girl's appearance. Most of the time you'll get labeled as a needy wuss.
