Men can appreciate how pretty a woman is without being interested in her beyond that. And it feels nice to give someone a compliment, especially about something as innocuous as your hair. There's nothing sexual or intimate about your hair, it's just pretty.
Noticing a lot of things about you is also just something nice people do. However, if you're the only one for whom he notices all these things then that probably does mean that you're special to him. Could be special because he's just fond of you, or could be special because he has a thing for you.
This isn't all that much to go on, so I suggest trying to get more out of him than this friendship-level affection he's been paying you. You could try telling him that his attention makes you feel special, then asking if he makes all the girls feel that way. You know, the old, "I bet you tell all the girls that" routine. If his answer is, "No, it's just you," then "I was hoping you would say that" is your line, or it's "Well stop," if you don't want his attention.
Probably means he likes you because guys do not care about hair at all, he's never gonna say to his friends "wow she had her hair really nice today" but yeah he probably likes you. ONly times you may get a random compliement that meant nothing besides they like your hair would be if you died it a different colour.
