It doesn't mean much, because it could really be unintentional. Touching the others requires less "feeling" than receiving a touch, so he could not even realize that. There is no "most likely" scenario here because the thing is too vague and took alone is not sufficient to detect if he is interested in you. It would only make you overthink, right because of lack of data. Wait for more clear signs over the time. If he is interested it will become more clear, he wouldn't continue forever just with touching fingers only. For now, I'd say, enjoy the touch as it is, without picturing stuff together...

Seems like he's trying to risk-free flirt with you. He knows exactly what he's doing by touching your fingers. If you're into it, he's just waiting for you to do it back. If you're not and you acknowledge it, he can always say "omg I'm so sorry I didn't realize I was doing that!"
So for him, he feels lile it's no risk but there is a possible reward.
