Is it weird for a random girl to offer a random guy her number, without a conversation or any rapport building?

Some random woman walked up to me and told me her name, and handed me a piece of paper with her number on it and said she wanted to hang out. That was the entire interaction. Is that weird?

She did mention she worked at some local department store, so she doesn't sound like a hooker. But the interaction was unique, in that that hasn't happened to me before.

I texted her, and she responded with one word, I called her a couple days later and she was too busy to talk, and hung up quickly. She doesn't sound like one of the rare, confident women. She's just another crazy one.
