How to meet people as an introvert?

I'm in college and I work a lot, but I'm very closed off and don't know how to open myself up to others. I want to meet people in college and have a dating life and what not but I don't know how to approach people and spark a conversation. I don't want to come off weird and approach the wrong people at the wrong time.

just do and say what you think without over thinking. if you like somebodies shirt just say hey nice shirt. if you want to approach someone just say hey what’s you’re name, you seem pretty cool and so on
