This guy saw me yesterday and was shook and told me i look 100 times better irl than on Instagram and even my walk is nice and stuff like that even though i rejected him MANY times. Why?
I think the why is what he said; paraphrased, he thinks you're hot. Your rejection won't change how he sees you.
As for how to make him stop, block him wherever you can. Attempt to make sure he doesn't go where you are (but don't let him change your life or your habits). If that doesn't work, tell him you'll get your dad/boyfriend/police/others involved. If that doesn't work, get them involved.

That's how you view it. From the opposite side, it doesn't look like that. He (and we, when we have behaved like he now) doesn't mean any disrespect to anyone, his point is wholly another.

1 He could be a very lonely person who may have no or very few people in his life and he is building a fantasy life with you in the leading roll. If this is the case it could become very dangerous for you and even your family and friends.
