Okay I don't know what it means, but either means:

one only recognizes when someone is just as good as they are. Someone respectable and a worthy opponent or an admirable equal.

OR

people only recognize themselves in others

so like, cheaters recognize cheaters, or so.. They recognize those traits (and in this second example game would be considered a bad thing. The first one is a good reference).

Maybe this saying is ambiguous and can be simultaneously/interchangeably used between/ for both?

Voted yes because it works for both cases, but there are some exceptions:

Quality people can notice and recognize good traits in others who are somewhat beginners at a particular skill or mantra.

Some good people can recognize bad gameplay traits of pesky people. Doesn’t always have to be a con artist recognizing a con artist. 🤷‍♀️👍

Normally someone who's an expert in a field is more likely to notice the actual signs and subtle signs of a person who's also good at the field.
Like how a normal person might think the guy with the strongest punch is the best fighter but a martial artis expert will know how to observe their technique and gauge their skill.

I think a lot of people recognize it, but they don't want to believe that they might actually be getting played. I also think some individuals try to out game one another (as if it's a competition). I'm sure it's not always the case, just what I have noticed.
