Hi so I bumped into her said how are you and she had to take a breath I could hear her breath then she put on a low soft voice like really husky said I'm good. bizarre second time said hello and she didn't answer for about 20 seconds then said hia... what's with this... I have no idea what to say to that!! Usually when there is a pause, it’s because you caught her off guard.
If she liked you, she probably would have initiated the second time. That’s what shy people do, if we kind of mess up the first interaction, we go away & make a plan to bring our A game to the second.
I guess maybe leave this alone and let her come to you, and if she doesn’t, you have your answer.

Are you sure she is single? If so, how do you know? Because the only things that make any sense are that you have either done something to make her nervous around you without you realising it,
that she knows you like her and doesn’t want to lead you on for any type of reason
Or that someone else has given her a reason to avoid you.
…. Because even if she is shy, you’ve given her a green light now, so she knows she can approach you.

The only other thing would be if she was completely inexperienced, but if she is that gorgeous, it’s unlikely. I’m not sure if you mentioned how old she is.
Are you high up in your job? Does she have a reason to be intimidated?
It doesn’t make any sense that she would avoid you if she was interested. The only reason anyone avoids someone they like is because they fear some kind of knock back.
Just say hi to her in passing and leave the rest to her. If she starts to smile at you more, talk to her, if she doesn’t, let it go.
