Men, what makes you flirt with some women and not some women?

I just want to know what you’re thinking and feeling about on each individual woman when you’re flirting or not flirting. Like, are you interested in the ones you’re flirting with? Or is it just for fun? What about the ones you don’t flirt with?
If I’m not making any sense, I do apologize. If you have questions, feel free to ask so I can make it where it does make sense.

There's three kinds of flirting, for me at least.

The first is social flirting, and I do that lots of people, even guys despite not being attracted to them. Social flirting is more about making people feel comfortable, lightening the mood, and sometimes just being silly and light hearted.

The second is inquisitive flirting, and that's something I do when I know someone and like them, but don't want to flirt in a way that makes them feel like they have to make a committed response. It's more to just say "Hey, I' interested and open to pursuing that kind of relationship if you're interested too."

The third is intimate flirting, which is well.. Intimate, it's expressing that I think they're sexy and worth being into, and they should feel good about themselves.

No you make sense. You get a sense that she will be ok with it and she won't. If a girl has made the smallest of jokes I'd probably thin she is ok with it and if she was straight business she wouldn't be.

It doesn't matter that she is shy and doesn't matter she doesn't know how to flirt back, she will still react to it (in a shy girl way perhaps).

Not every situation is appropriate for flirting either, so it has to be the right setting.
