Why would a guy keep staring at a Woman He doesn't know and give her a cocky smile?

On my Commute to work I noticed an attractive guy but I didn't pay him much attention. Later when I looked up I saw him staring and giving me a cocky grin/smile. He looked as if He knew that I found him cute but I‘m usually Not very obvious so I Wonder if He could Really Tell and why he Stared like this? Does it mean He thinks he is out of my league but Im cute enough for a ons?

It's really shocking to me that you're going to go with that as the default assumption that he thinks he is out of your league but that you're cute enough for a ons. You got all of that from the multitude of things you could have thought. Maybe he liked you and didn't know how to approach. Maybe he liked you but didn't think you reciprocated. Maybe he liked you but was afraid you had a mountain of unresolved baggage to deal with and didn't want to spoil the idealized image of you. Literally a dozen other possibilities. But you went with that one. Why?

If I'm interested in you i've no reason to look away. i WANT you to see me looking so I can see if your'e interested as well. And you don't know what his normal smile looks like, much less his overconfident one

It was probably just a signal. He may have been waiting for you to smile back as a signal that it was okay for him to approach and start a conversation without seeming aggressive or creepy.
