It is always a very delicate situation.

For example, I abhor when people address me without a valid reason and start flirting. Flirting is NOT a valid reason in my eyes.

You simply don't approach girls without a good motive, mainly if those girls are total strangers to you. You will automatically be labelled as a creep if you do.

Your best option would probably to address someone that you already know for a longer period of time. If you have a hobby or are member of a club, then you could address some of the girls and see how they react to that kind of approach.

Then you better start talking about things you have in common or where you share the same interests. That would be a good start.

People like to talk about themselves. Pick items from the situation and ask the woman their opinion of them items.
