I suck at flirting and have never really "flirted" that I can think of. I kind of just talk the same way I would with anyone else, and if I like talking with them and find them attractive, I'll ask them out. I don't have "game" in that sense.

As for the best flirty move I think a girl can make... I think that would just be gentle touches, eye contact, smiles, and laughing when appropriate. All of that shows she's interested. Other than that, just telling me she's interested would be ideal.

It depends who I am advising, a guy or a girl, in school or working or what is the situation, but for me flirting w a guy, my list of flirty behavior would be like, look at him, smile, let him get close to me or brush against me a little wo acting annoyed or upset, laugh at his jokes or show interest in his stories. You don’t need to be a super genius to do this stuff mostly it’s just acting receptive and nice in my opinion.
