Understanding guys' behaviour? Does he like girl A or B?

Girl A: mid 20s, independent, mature, good career, pretty with an okay body, well-educated, girl next door type. prim and proper, but some people question if she's being genuine. Single.

Girl B: 20, pretty and sexy (physically more attractive than Girl B), loud, not afraid to speak their mind, VERY touchy with other guys, may come across as flirty, but insists she's just comfortable), can come across as rude/ offensive/ have a bad attitude, but also genuine? Romantically involved with someone that wants a relationship with her, but not official because she doesn't want to commit.

Backstory: guy gets teased with girl A because friends sense the guy liked girl A. They liked each other, but the guy didn't really pursue girl A seriously or ask her out. Then girl B came into the picture.

Girl A: guy has confessed to girl B and friends that he thinks girl A is way out of his league and that he doesn't want to compete with a close acquaintance that he knows likes girl A. This was even after he found out girl A likes him and not the other guy. Gives mixed signals. Sometimes flirty, but then ignores (if she asks for a hug or jokes about them). Guy is shy with girl A - does NOT usually sit beside her or isn't too touchy, only touching not holding hand and choosing girl B over girl A to do a dare in which they held each other. Has called girl A cute pet names. May initiate a normal hug but no other contact. Mostly flirts through words, not actions (pick up lines)

Girl B: Guy used to be irritated with girl B, but eventually they became very close. Mostly flirts through actions, not words (sitting beside girl B all the time, getting her water, lays his head on girl's shoulders, touches her often but not sexually). Super comfortable and appears jealous towards girl B - asks her to change into more modest clothes , going up to girl B when another man approaches her. Gives longer/ more frequent/ tighter hugs to girl B than girl A. Has joked about girl B being his wife.

In fact usually the question is the opposite of this, First girl has a really successful career and rich but at the same time Rude and arrogant and the second girl is just a cashier at McDonalds but super sweet and feminine , Men would always pick the second one

No it's actually the opposite. Girl A is more sweet and feminine and girl B is one of the boys type girl who's not afraid to cuss and call people out.

Type A seems like a much better pick but maybe he likes both girls? Seems girl B is jealous though especially if many dudes would choose A over her because A seems like such a more pleasant person if she’s faking it then she’s worse then someone whose honest. But yeah….. that’s my take on it all.

No, I don't even know these people personally lol. Again, just something I noticed and was curious. Personally, it's a turn off for a guy to be stringing 2 girls along and no one seems to be able to figure out which girl he actually likes.
