Is it flirting?

There’s a young man whom I work with who I’ve always been friendly with. (He’s a manager.) Friendly as in smiles, passing by how are you’s and general convo about life, family, etc. nothing out of the ordinary. Suddenly one day he becomes extra chatty with me out of nowhere, but nothing to make me think twice until he starts talking up his work position to me, sort of acting like a macho macho man like he was trying to impress & get my attention. So I decide to test and see if the vibes were what I thought by chatting with him first the next I see him at work. I strike up casual convo, which I never do, and he suddenly starts giving me these playful little looks and eyes on the dl. Would come up behind me while I was working to pause and lean in and give me the playful little eyes. I casually ask him if he was flirting with me, he quickly denies and plays it off, saying he’s just there to have a good time then immediately stops with the extra attention. Months and months pass of regular behavior, until he starts it all back up again. Not the looks, but this time brushes some hair off my hat for me and says “just looking out for you.” And does it in front of other managers

I mean like I’m attracted to this guy but I’m super confused and find it all kind of weird
