Sometimes, when i'm going out I occasionally make eye contact with a woman who is also there.

I was standing outside somewhere recently, it was quiet. Then she walked so close to me that she touched me. What does that mean?

If she touched you on purpose (not like... brushed against you as she passed or something), then she seems to be showing signs she's interested. You should... talk to her. She is giving signs that she would welcome that.
