This is all dependent on the individual. You can decide where you're own boundaries are. Some people might say oh I like your dress and literally just mean hey nice dress and not mean for it to be flirty. How it's received can be dependent on that person too. Vice versa. Someone could be flirting by giving a compliment and the receiver doesn't take it that way.
My point is it's up to you to set boundaries with co workers if you feel their compliment makes you comfortable or not
If it is flirty then it has passed the acceptable limits for a coworker.
Well, it was just a comment on a picture I posted on social media.
It should be OK if it's just this once. It would worry me if it became too obvious or too direct.

It’s ok to receive a compliment but If you don’t want anything more to come of it, you are best just to ignore it or just say thanks and leave it at that. if you say more than just thanks , then they might assume you are flirting back with them and then it might turn into more and more of them flirting with you even more. So it’s up to you if you want that to happen or not.
I think that’s okay since it might have been genuine/no ulterior motive but if those types of compliments continue I would tell him to stop if you’re not interested in him. It could be a “I appreciate you complimenting me but can you not give that kind going forward” or something a long those lines, if you’re into it then all the power to you.
Nowadays, I think compliments should be limited to professional qualities. You are always positive is OK because positivity is professional.
That dress showcases your tits might the true but isn't related to professionalism ( unless the oldest profession).

I personally Don't find it ok. I think it'd fine for them to do it once cause I realize people who like this do exist. but then I'll set that boundary and they have to respect that. I do appreciate professional compliments in regards to my work or my character. But I don't like flirty comments at work. Like if she wants to get to know me and maybe date me, she can ask for a date after work. I strictly separate work and love life.
You Girls don't realise how many more compliments you get than a Guy does.

@Natasha1995 I am tired of trying to figure out people. There was a woman that seemed to flirt with me at my former job. Many times my heart beated faster cause I thought to myself: "Finally a woman likes me like that" But she was also unkind to me too. So it all depended on her mood, I guess. Now I'm living with a lasting emotional hurt, cause that went on for 9 years. I think after all is said and done, I was nothing more than a fun thing for her to mess with my emotions. Like I said, I'm tired of trying to figure out people. That is only one example of all the weird things I have seen people do. And it is only one example of how people have hurt me.
If she's hot she can compliment me anytime.
