It's complicated because, when subtle, flirting can be either deliberate or unconscious, or even stemming from the imagination of those believing they're being flirted with. I have experienced these three outcomes.

Back to your question, winking, in itself, says nothing about flirting to me. It would look relevant if these winks were regular and if they were truly going towards the same person. Now, flirting at work? that's a common thing for me, much more as an observer than a doer though.

Flirting is natural thing that comes without thinking so yes
