To be fair, women do it too. The main thing is maintaining eye contact, and a lot of people just generally aren’t very comfortable doing that. In any case, I don’t like making assumptions, so even if a guy did hold eye contact for longer than the flash of a moment, I wouldn’t really take that as a sign he’s interested. Mainly because that situation happens as well — meeting eyes with someone and having a very human moment of acknowledging each others presence.
Could be a number of reasons. Maybe he’s shy. Maybe he was just about to look away at that moment that your eyes made contact w his. Maybe he didn’t want to be accused of staring. Maybe he was just looking at you for a second because he’s observant of everyone, everything. Maybe he was checking you out for a second then realize yeah, no she’s not what I’m looking for. Could be that he was looking at you w disgust.
It could mean something if it's the same guy. He could just be shy and you caught him checking you out. I've only been able to hold eyecontact by accident.
People look around. It isn’t attraction every glance.
So you don't think they are being creeps.
