Why does a guy look away when you look at him, but as soon as you turn away he steals a glance at you?

There is a guy who I started to notice a few months. He came up to me and smiled one day and when I smiled back he just turned his back on me. As soon as I started to make eye contact with him, later on, he would look down at the ground and other places, everywhere but my direction. I stopped looking at him and would notice him checking me out each time we passed each other. What gives? Does he like me and is just really shy? Why does he only stare at me when he thinks I'm not looking?
