Why does a guy look away when I look at him?

There’s this guy that stares at me and checks me out when I’m not looking wherever I’m standing.

He’s on his phone and when he looks up he looks in my direction and stares at me for a long time but when I look up or move he looks away immediately like if he saw something.
when I was out of my seat, he kept looking at me and until I went back to my seat and when I looked at him he looked away.

but recently I have been noticing that whenever I look up he looks up aswell as if he was wating for me to look at him
And I’m catching him looking at me before he leaves
is he nervous that I’m catching him and he finds me attractive or is it something that I’m wearing or have in my face?

He's definitely attracted to you. How do you feel about him? If it's mutual, you might say "I see you looking at me all the time. When are you going to ask me out?" Or you could just ask him yourself.
