Why does a guy slowly look away when I look at him?

there’s this guy that I don’t know at all stared at me from far away when I wasn’t looking and when I looked at him he looked away slowly and goes back to what he was doing and he did it again and looked away fast when I looked at him

now I don’t want to overthinking it and think he was looking at me but I think he was looking for someone cuz he was looking around aswell

does this mean something or is it just a coincidence?

How do you know he was looking at you if you weren't even looking at him?
