Why does this guy move away from me but then stare at me?!

He generally looks at me until I look at him or make eye contact with him, then he looks away. He seems really tense when I talk to him, and I always have to start the conversation. He can start conversations with other girls that he's friends with, and he looks really relaxed and smiles like he does when he jokes around with his guy friends. But with me he's tense and kind of quiet, when we talk he doesn't make a lot of eye contact. Generally he'll come up, stand beside me for a second and then walk up ahead of me and stop and stand there...like I'd assume if he liked me he'd stand beside me, let me make conversation? I thought once he was going to take a seat beside me but then my friend came and his called him and he went somewhere else, but then I saw him staring at me. He seems to move away from me but then when I talk to other guys or girls he'll stare at me. I invited him to a party and he said sorry but he couldn't come...again wouldn't he want to come if he liked me? It seems like he can't be near to me, but then he just stares...but then again with other girls he's fine and he talks to them, eye contact, smiling, leans in...with me really tense and awkward and/or shy :S

one other thing...he was away yesterday, but he didn't ask me what he missed...when he came into class he talked to the girl beside him about what we did, yet then I looked at him at one point and he turned quickly so I think he was looking at me. at the end of class he looked again, but then I held the door for him and he moved quicker to get the door but he didn't say thanks and then another guy came and talked to me and he just walked behind...why wouldn;t he say thanks/talk?!
