What does it mean if a guy touches around/ on a girl's lip?

My best friend touched me around my lip while slowly making his way to touch my lip in which he did! He was wiping a little bit of blood away, but as he was doing this he was looking me in the eyes at all times with a sparkle in his eyes and a big handsome smile! Soo..?

Well I treat him as a best friend that is so close we are siblings! I invite him over to swim some days but we are so busy working! I try to flirt, but honestly I don't know if I'm doing it right!

He does: smile with lightly red cheeks, sparkling in his eyes, when we talk his body leans forward like his shoulders with his feet face me, tends to always brush his hair in front of me, (ask for help time to time to help him fix it) and certainly touches me a lot! I do: smile widely, my cheeks get very pinkish, I believe my eyes sparkle, too, tend to lick my lips while bit them a little, look his way with winking slowly, and touch him from his hair to back! I don't know if any of this works?!

We do give eye contact in everything we do from talking to taking a test! When some one says "hi" we will still look at each other until a pause then whoever said "hi" to whomever we will say "hi" back!
