I don't know where you are meeting these girls - work, school, parties, hobbies, or what. But if you're meeting them somewhere where they can't leave - like you're talking to them on a break during class and they are not responding then it could be that they're not into you. But if you're meeting them at a party or something and they're not asking their own questions but are responding to yours then they could be into you; wouldn't they just wander away if they weren't? I would. I'd find some excuse to leave and say 'see ya.' I wouldn't stay around and answer questions if I wasn't at least a little interested (whether in friendship or dating).
Keep an eye on body language and her eyes - I tend to fidget and to keep looking around at other people if I'm bored/antsy for the guy to leave me alone (and waiting to find my excuse to leave). It's like I'm so uninterested and uncomfortable I can't even look at the guy.
These girls might also be self-centred. I am. I will happily answer a cute guys questions for a while and then realize later that I hardly asked him anything in return and barely learned a thing about him aside from what he volunteered himself.

Hmmm never heard of the 90/10 rule! I am more of a 50/50 girl or maybe a 30/70 because I talk a whole lot but let me tell you this. I really liked this guy who worked the city's recreation center. I would go everyday to "swim practice" but actually just ended up talking to him the whole time. He was so cute that I was laughing, giggling, smiling like an idiot all the time. He at least thought it was cute and eventually asked me out. But for me I talk way way too much and since I liked him I actually wanted to talk to him more and more. One day I talked to him for 4 hours. So if a girl is only give you "10%" then I don't think she is interested in talking to you.
You got to make the woman do most of the talking. A woman is interested in you if she is moving her hands while talking to you or touching you. Watch if she looks into your lips also. Watch if she adjusts her hair.
