Interlocking fingers, kissing on the forehead. Is he confusing, or what?

This guy I have been seeing for a while (we hang out a few times a week just to grab food and talk, and then usually go to parties on weekend... and end up spending the night with each other (no sex, but pretty much everything else)). I'm really having trouble knowing what he wants, as in will he ever ask me out or what? I've brought it up with him before, and he says he can def see himself dating me, but that he isn't good at relationships and they never turn out good. does this sound legit, or a bs excuse?

I mean, for a while I felt like I was always the one making plans to meet up. So last week I didn't contact him at all, to see if he would contact me. And by the end of the week, he finally did contact me, and we hung out all night and had a great time. He ended up spending the night at my place (no sex). So when we were in bed after doing some 'stuff' he kissed me on forehead, and kept touching the side of my face when we kissed. He kept grabbing hold of my body and cuddling, and interlocking his fingers in my fingers to hold hands. He never really did all of this stuff that much the times we were in bed before. Do some guys do all those things just because they're in the moment, even if they really don't see things going anywhere with the girl?

Anyways, before going to sleep, he held my hand tight as we had a really deep conversation. In the morning, he told me to call him later. So I texted him that night, and I got no reply back! I was really surprised, after such a good night.

When we're together, things are great. Not just physically, either. We don't always do physical stuff when we're together, sometimes we just hug during our hang outs.

Does it sound like he really actually does like me but really has a legit reason for not wanting to date me? Or is he maybe just in it to get a little action, but enjoys the intimate contact of holding hands and all that stuff?
